A cookie is a tiny little file that's stored on the browser of your phone (tablet / computer). Its functional purpose is to allow the webserver, that is what creates the web page (like the one you are seeing now), to track your browser while using the site.

Is it safe? Yes. Why? Because it is there to help the server identify your browser while browsing their site and stores reference information for the site's use. It does not allow the site to take personal info off your phone/computer. It is useful for when logging in and purchasing things online. So cookies are useful and safe :) They can't do anything crazy like mess up your phone.

We use it on this site to make sure that the right person is logged in before showing potentially personal information. Our server needs to "shake hands" with your browser.

Some people are not concerned, or even know that they exist, while some do care and see them as an invasion of their privacy. You, the user, can easily enable them on and off. You have the control :) For more in depth information on Cookies, here is the link to Wikipedia's explanation on Cookies: Wikipedia
